When TPI releases a preseason ranking, it is based on team strength and expected playoff strength.

For example, Katy is expected to win its third consecutive state championship in 2009 – a tall order even for Southlake Carroll’s best teams – but if Lufkin, Hightower and Katy both go undefeated in regular season play, the question arises of which team is better. That is explained by which teams plays and wins the most postseason contests. It’s where you finish at the conclusion of the season that matters.
